Terms, Community Standards & Safety Guidelines

These terms explain how our community works, what every member can expect, and the standards required to help protect adults, children and families.

1. Our vision and mission

Our vision

To help create a more family-friendly world, one local community at a time, by bringing people closer together and strengthening every family's ability to raise children in a healthy, safe and supportive environment.

Our mission

To help every current or future parent and caregiver find at least one genuine local friend who understands their life, values and family.

Our vision and mission guide how we design and moderate the service. They are aims rather than a guarantee that every member will find a particular person, friendship, childcare arrangement or outcome.

2. Agreement to these terms

These Terms, Community Standards and Safety Guidelines ("Terms") form a contract between you and Ciruna Community OÜ ("Ciruna", "we", "us" or "our").

By creating an account, completing verification, purchasing membership or using the service, you confirm that you have read and accepted these Terms, our Privacy Policy, and any notices shown during registration or payment.

You must not use the service if you do not agree. Mandatory consumer and privacy rights under applicable law always remain unaffected.

3. Who may join

You may create an account only if:

  • you are at least 18 years old and legally able to enter into a contract;
  • you provide accurate, current and complete information;
  • you use the service in good faith for genuine community connection;
  • your account has not previously been removed for a serious or repeated violation; and
  • your use is lawful in the country where you live or meet other members.

The community welcomes, among others:

  • mothers, fathers, guardians and other primary caregivers;
  • people planning or expecting a family;
  • grandparents and relatives who regularly care for children;
  • professional babysitters and childcare professionals joining in a personal community capacity; and
  • people working in children's education, healthcare, sport, hobbies or wellbeing who are joining to form genuine, non-commercial relationships.
Adults only.Children may be discussed as part of a family profile, but children may not create accounts, use adult accounts or communicate privately with members through the service.

4. What Ciruna does—and does not do

Ciruna provides tools that help adults discover and communicate with potentially compatible people and families nearby.

Unless we expressly state otherwise, we are not:

  • a childcare provider, nanny agency, healthcare provider or emergency service;
  • an employer, agent or representative of any member;
  • a party to meetings, playdates, babysitting, transport, payments or other arrangements between members;
  • a guarantor of a member's character, conduct, qualifications, parenting approach or suitability; or
  • a substitute for your own judgement, safeguarding checks or professional advice.
Do not use Ciruna for emergencies.Contact the appropriate local emergency service or authority where anyone may be in immediate danger.

5. Identity verification and account integrity

Every adult member must complete the verification steps we require. These may include email, phone, age and identity verification performed by us or a specialist verification provider.

You must use your own identity, maintain only the permitted number of accounts, protect your login credentials and promptly notify us of suspected account misuse.

A "verified" status confirms only the checks explicitly described in the app. It does not mean that we endorse the person or guarantee that they are safe, trustworthy, qualified or compatible with you. Identity verification is not a criminal-record, childcare-licensing, professional-qualification or safeguarding check unless the app clearly states that a specific additional check has been completed.

We may request re-verification where information changes, an account appears compromised, safety concerns arise, or verification must be refreshed.

6. The community mindset

This community is built for connection, not judgement. Every member agrees to approach others with good will and to follow these principles:

Be kind and clear.Communicate in a friendly, respectful and constructive way—even when declining an invitation or ending contact.
Respect differences.Families may differ in culture, beliefs, structure, lifestyle, parenting choices, abilities and circumstances.
Agree to disagree.A mismatch is not misconduct. End the interaction politely and move on without ridicule, hostility or retaliation.
Find your people.Focus on meeting people who suit you rather than criticising, correcting or campaigning against those who do not.
Protect privacy.Do not repeat private conversations, share screenshots, expose personal information or turn disagreements into gossip.
Act in good faith.Be honest about your intentions, availability, family situation and the type of connection you are seeking.

Nobody is required to continue a conversation, friendship, meeting or arrangement. Members must respect polite rejection, changed plans, personal boundaries and a request for no further contact.

7. Safety guidelines for meeting and childcare

Use reasonable caution whenever meeting someone from the internet.

Before meeting

  • Keep early conversations in the app where practical.
  • Do not share your exact home address, child's school, daily route or other sensitive details before trust has developed.
  • Review the person's profile, verification status and stated intentions.
  • Tell a trusted person where you are going and when you expect to return.

For first meetings

  • Meet in a familiar public place during daylight where possible.
  • Arrange your own transport and retain the ability to leave at any time.
  • Supervise children continuously and keep responsibility for your own child.
  • Leave immediately if behaviour feels unsafe, coercive, intoxicated, aggressive or seriously inconsistent with the profile.

Before any unsupervised care

  • Do not leave a child with another member solely because they are identity-verified.
  • Meet repeatedly, check references and independently verify any claimed professional credentials.
  • Discuss allergies, medication, routines, emergency contacts, authorised collection, transport, pets, water safety and household risks.
  • Confirm any legal, insurance, licensing, tax and safeguarding requirements that apply locally.
  • Use a written agreement for paid or recurring childcare where appropriate.

Photos and information about children

  • Share only what is necessary and avoid highly identifying or intimate information.
  • Do not post another child's photo, name, health information or location without the responsible adult's permission.
  • Never post nude or partially nude images of children.
  • Do not use children's information to shame, threaten, identify or locate a family.

8. Prohibited conduct

You must not use the service to:

  • bully, harass, threaten, intimidate, stalk, shame or deliberately humiliate another person;
  • use hateful, degrading or discriminatory language or target someone because of a protected characteristic;
  • spread malicious gossip, publish private allegations, organise exclusion campaigns or retaliate against a member who sets a boundary or files a report;
  • share another person's private messages, photos, contact details, address, workplace, school or other identifying information without permission;
  • sexualise, exploit, groom, endanger or otherwise harm a child or vulnerable person;
  • encourage violence, abuse, neglect, illegal conduct or unsafe childcare;
  • impersonate another person, use a false identity, misrepresent your family situation or falsify qualifications, references or verification information;
  • defraud, scam, manipulate or obtain money, access, accommodation, transport or services through deception;
  • send spam, scrape data, create unauthorised automated accounts, interfere with security or misuse reporting tools;
  • possess, post or distribute illegal content; or
  • use Ciruna in any way that creates a serious safety, privacy or legal risk.
Zero tolerance for child exploitation and credible threats of serious harm.Such conduct may result in immediate restriction or removal and referral to the appropriate authorities.

9. No unauthorised commercial use

Members may mention their occupation or relevant experience honestly. However, unless a specific business feature expressly permits it, you must not use the community to:

  • advertise, sell or repeatedly promote goods or services;
  • recruit clients, staff, distributors, sellers or downlines;
  • operate a pyramid scheme, multi-level marketing scheme or network-marketing campaign;
  • send unsolicited offers, referral links, fundraising requests or promotional messages;
  • collect member data for marketing, sales, research or lead generation; or
  • disguise commercial activity as friendship or community support.

Professional babysitters, educators, healthcare workers, coaches and activity providers are welcome when participating genuinely as community members, but professional status does not grant permission to solicit business.

10. Reporting, moderation and appeals

Reporting concerns

Report conduct that you reasonably and honestly believe violates these Terms or creates a safety risk. Include relevant details and evidence where possible. Do not make knowingly false, exaggerated, retaliatory or coordinated reports.

How we may respond

Depending on seriousness, credibility, urgency, context and history, we may:

  • request information or evidence;
  • remove or restrict content;
  • issue a warning or safety reminder;
  • limit messaging, discovery, event creation or other features;
  • temporarily suspend an account while reviewing a risk;
  • require re-verification; or
  • permanently remove an account.

One credible report may justify immediate protective action where the alleged conduct is serious. Two independent reports describing substantially the same safety or conduct concern may trigger immediate temporary restriction and priority human review. Reports alone do not automatically prove misconduct; permanent removal is based on the available evidence, risk, seriousness, repeated behaviour and applicable law.

We may take action for conduct that occurs outside the app where it directly affects member safety, demonstrates serious dishonesty, or creates a substantial risk to the community.

Fair process

Where appropriate and legally permitted, we will provide the affected member with a reason for a restriction or removal and a way to request review. We may withhold details that would expose a reporter, compromise safety, interfere with an investigation or violate another person's rights.

Misuse of reporting tools—including fabricated, discriminatory or retaliatory reports—is itself a violation and may lead to account action.

11. Serious harm, evidence preservation and authorities

Where required by law, or where we reasonably believe there is an imminent or serious risk of harm, child exploitation, credible threat, serious fraud or other potentially criminal conduct, we may:

  • take immediate protective action;
  • preserve relevant account, report and communication data;
  • provide information to emergency services, child-protection bodies, law enforcement or other competent authorities; and
  • cooperate with lawful requests and investigations.

We will handle personal data in accordance with applicable law and our Privacy Policy.

12. Membership fees, withdrawal and refunds

One-time verified membership

Access may require a one-time verified membership payment. The price, taxes, included features and any verification costs will be shown before purchase. Unless the checkout states otherwise, the payment is not a recurring subscription.

EU/EEA withdrawal rights

Where mandatory consumer law grants a withdrawal period, you may exercise that right within the applicable time. If you expressly request immediate access during the withdrawal period, we may be entitled to retain or charge a proportionate amount for services already supplied. A right of withdrawal is lost only where the legal conditions for losing it have been fully met.

Removal for misconduct

Except where mandatory law requires otherwise, a member suspended or removed for breaching these Terms is not entitled to a refund, compensation or replacement account. This applies particularly to fraud, harassment, child-safety violations, commercial solicitation, false verification information, repeated misconduct or other serious abuse.

Other refund situations

Nothing in these Terms removes statutory remedies for a service that is not supplied, is materially non-conforming, or otherwise gives rise to mandatory consumer rights. Any voluntary launch guarantee or refund promise displayed at checkout will apply in addition to these Terms.

13. Profiles, messages and member content

You retain ownership of content you create. You grant us a non-exclusive, worldwide, royalty-free licence to host, store, reproduce, format, display and transmit that content only as reasonably necessary to operate, secure, improve and moderate the service. This licence ends when the content is deleted, except where limited retention is necessary for backups, legal obligations, disputes, fraud prevention or safety investigations.

You are responsible for ensuring that you have the necessary rights and permissions for anything you upload. Do not upload content that is unlawful, misleading, infringing, invasive of privacy or contrary to these Terms.

Private messages are intended for their participants. We do not routinely review all communications, but may review content that is reported or lawfully required for security, moderation or legal compliance.

14. Privacy and responsible use of family data

Our Privacy Policy explains what data we collect, why we use it, how long we keep it, who receives it, and the rights available to you.

Members must limit the personal information they share about themselves and children to what is reasonably necessary. Do not use app information to build private databases, monitor families, locate children, conduct unauthorised background checks or contact people outside their expressed preferences.

Health information, religious or philosophical beliefs and other sensitive information should be shared only voluntarily and carefully. Do not pressure another member to disclose sensitive information as a condition of basic respect.

15. Your responsibility and our liability

You are responsible for your decisions, communications, meetings and arrangements with other members. You must independently decide whether a person, place, activity, childcare arrangement or professional claim is suitable and safe.

We aim to operate the service with reasonable care, but cannot guarantee that:

  • every profile or statement is accurate;
  • verification detects all risks or misconduct;
  • you will find a compatible friend or local community;
  • the service will always be uninterrupted, error-free or available in every location; or
  • members will behave as expected during off-platform interactions.

To the maximum extent permitted by law, we are not responsible for indirect or unforeseeable loss, or for harm caused solely by the independent acts or omissions of members. Nothing in these Terms excludes or limits liability that cannot lawfully be excluded, including liability for fraud or other liability protected by mandatory consumer law.

16. Ending or restricting membership

You may stop using the service and request account deletion through your profile settings ("Delete account") or by emailing support@cirunaapp.eu. Data may remain for limited periods where necessary for legal obligations, dispute handling, backups, fraud prevention or safety.

We may restrict, suspend or terminate access where reasonably necessary to enforce these Terms, protect users, comply with law, prevent fraud or preserve the integrity of the service. Where appropriate, we will explain the action and provide a review route as described above.

17. Changes to the service or these Terms

We may update the service and these Terms for valid reasons, including safety, security, legal compliance, clearer wording, new features or changes to how the community operates.

We will give reasonable advance notice of material changes where required and explain when they take effect. Changes will not remove mandatory rights. Continued use after the effective date means acceptance where permitted by law. If you do not accept a material change, you may stop using the service.

18. Governing law and disputes

These Terms are governed by the laws of Estonia, without depriving consumers of mandatory protections available in their country of residence.

Please first contact us at legal@cirunaapp.eu so we can try to resolve a complaint. Nothing in this section prevents either party from contacting a competent consumer-protection authority, data-protection authority, dispute-resolution body or court.
